Advocacy and Legislative Update
The Resident Education Deferred Interest Act
(H.R. 1554) would provide interest-free deferment
for all orthodontic students while in residency.
RAISE Health Benefits Act (S 503/H.R. 1366)
The RAISE Act, originated by the AAO, intends to
increase the cap on Flexible Spending Accounts
from the current $2,750 to $5,000 per year (and
indexed for inflation moving forward). This
would allow patients to save money for their
own health care needs and actively plan for
major expenses that exceed annual contributions. Also proposed is to allow an additional
$500 per year for each dependent after the first
two dependents to give larger families the same
purchasing power a family of four has under the
law. In addition, there is a provision to eliminate
the "use it or lose it" rule to allow families to
carry forward unused funds in perpetuity.
Ensuring Lasting Smiles Act (S 560/H.R. 1379)
This legislation would require all group and individual health plans to cover medically necessary
services related to the diagnosis or treatment of
a congenital anomaly or birth defect. This would
address coverage denials and ensure that all patients receive the treatment they need for these
birth defects or anomalies.

Most of these pieces of legislation have bipartisan support in both the House of Representatives and the Senate. Relationships built and
interactions during these Capitol Hill visits are
key to advancing our goals on a federal level.
