Among the report's recommendations:
* Operating companies should have
ultimate responsibility and accountability
for well integrity.
* Drilling contractors should be
responsible and accountable for the
operation and safety of offshore
equipment.
* Both industry and regulators
should significantly expand the formal
education and training of personnel.
* New well design guidelines are
needed, and testing of cement and
mechanical barriers to contain
hydrocarbon flow should be subject to
independent, near-real-time review.
The report also suggests "a single
government agency (should be)
responsible for integrating system safety
for all offshore drilling activities." It calls
DOI's Safety and Environmental
Management Systems program "a good
first step" toward an enhanced regulatory
approach.

BOEM Issues Guidance
To Protect Historic Sites
WASHINGTON-The U.S. bureaus
of Ocean Energy Management, and
Safety and Environmental Enforcement,
issued guidance in December to oil and
gas companies operating in the Gulf of
Mexico Outer Continental Shelf on how
to conduct archaeological resource
surveys and to prepare archaeological
reports.
Notice to Lessees 2011-Joint-G01
also adds areas for archaeological
examination, BOEM says. "There are
more than 2,100 historic shipwrecks in
the federal waters of the Gulf of
Mexico," remarks BOEM Director
Tommy P. Beaudreau. "In light of new
information, recent discoveries and

BOEM says NTL 2011-Joint-G01
builds on NTL 2005-G07, which
provides guidance on how to conduct
archaeological resource surveys and
prepare archaeological reports. The new
notice supersedes NTL 2008-G20 and
updates the list of OCS blocks that
require archaeological surveys.
