Chamber Questions Emissions Report
WASHINGTON-The U.S. Chamber
of Commerce is formally requesting that
the Environmental Protection Agency revise its estimates of methane and pollutants
emitted during unconventional natural
gas well completions.
In a "request for correction" filed in
December under the Data Quality Act,
the Chamber contends a background technical report, Greenhouse Gas Emissions
Reporting from the Petroleum and Natural
Gas Industry (GHG TSD), "contains information that erroneously overestimates
methane emissions, volatile organic compounds and hazardous air pollutants from
gas wells by orders of magnitude."
The Chamber points out that GHG
TSD, which was developed by EPA's
Climate Change Division in the course
of promulgating Subpart W of the agency's
mandatory GHG reporting rule, estimates
9.175 million cubic feet of natural gas
and its associated methane, VOCs and
HAPs are emitted during shale-gas well
completions.
"Inaccurate estimates by a government
body are highly problematic because
policy decisions are made in reliance on
the trust supposedly inherent in EPA's
data," the Chamber argues in its petition.
"Critical regulatory initiatives and proposals are being based, in part, on EPA's
flawed estimates."
The Chamber's petition says GHG
TSD altered EPA's previous methodology
for estimating emissions from gas well
completions based on:
* Unverified information regarding
gas volumes captured by green completions from a limited number of wells,
plus gas emitted from nongreen completions obtained through the Natural Gas
Star program;
* An assumption that the volume of
gas vented during nongreen completions
equals the amount of gas captured from
green completions;
* An assumption that only 15 percent
of wells utilize green completion technology; and
* An assumption that gas is vented
in 49 percent of nongreen completions.
EPA Errors
The Chamber refutes the methodology
utilized in GHG TSD by citing an IHS
CERA report, Mismeasuring Methane:
Estimating Greenhouse Gas Emissions
from Upstream Natural Gas Development,
which points out that EPA erroneously:
* Based its estimate on a simple average of four data points taken from pre38 THE AMERICAN OIL & GAS REPORTER

sentations at technical conferences in
2004 and 2007; and
* Assumed that gas produced during
completion was vented, rather than flared,
unless flaring was required by state regulation.
The Chamber also points to a survey
of 1,200 shale-well completions by seven
companies that was conducted by URS
Corporation, which found actual emissions
were 1,200 percent lower than EPA's estimate. The Chamber says URS's study
also revealed green completions were
used on 92 percent of the wells surveyed,
and 55 percent of the nongreen-completed
wells were flared rather than vented.
The Chamber contends EPA's estimates
and methodology violate the standard for
risk assessments adopted by Congress in
the Safe Drinking Water Act Amendments
of 1996, which the Chamber says were
adopted governmentwide by the Office
of Management and Budget as well as
by EPA individually. "Under the standard,"
the Chamber comments, "EPA must ensure
that the information it disseminates is
based on the best available, peer-reviewed
science and supporting studies conducted
in accordance with sound and objective
scientific practices, and that all data (are)
collected by accepted methods or best
available methods."
Basis For Regulation
The Chamber points out that GHG
TSD not only has been used to justify

EPA's mandatory GHG reporting rule for
upstream oil and gas facilities, but helped
form the basis for the VOC and sulfur
dioxide New Source Performance Standards for oil and gas production, processing, transmission and storage, which
were announced by the agency in July
(AOGR, September 2011, pg. 33).
Additionally, "Researchers, financial
analysts and other governmental bodies
have relied on EPA's flawed estimates,"
the Chamber states.
"Those concerned about overall global
climate change policy see the revised
EPA methane emission numbers as calling
into question the emissions benefits of
using natural gas," the Chamber adds,
pointing to a Cornell University study
released last spring by a team led by
Robert Howarth, which questioned
whether natural gas was a cleaner fuel
than coal.
The Chamber also notes that the U.S.
secretary of energy's Energy Advisory
Board Natural Gas Subcommittee on
Shale Gas Development and a National
Energy Technology Laboratory report,
Life Cycle Greenhouse Gas Inventory of
Natural Gas Extraction, Delivery and
Electricity Production, both cite the GHG
TSD estimates.
The Chamber's request for correction
asks that EPA correct its erroneous calculations and return to the methane emissions estimates it used prior to releasing
the technical support document.

Enterprise Products Set For Eagle Ford Projects
HOUSTON-Enterprise Products Partners LP plans several construction projects
that it says will extend and expand its
natural gas and natural gas liquids infrastructure in South Texas to accommodate
expected production growth in the Eagle
Ford Shale play.
To meet additional demand from its
producing customers in the play and to
satisfy new gathering and processing agreements, the company reports it will build
an additional 300 million cubic feet a day
train at its Yoakum cryogenic natural gas
processing facility in Lavaca County, Tx.
In addition, Enterprise says it is constructing 62 miles of 24-inch and 30inch pipeline loops and increasing horsepower compression to gather and transport
an additional 300 MMcf/d of rich Eagle
Ford gas. This expansion is expected to
begin service in the first quarter of 2013,
the company reports.
"Increased drilling activity in the prolific

Eagle Ford Shale continues to create opportunities for Enterprise to leverage its integrated network of midstream assets to
provide producers with flow assurance and
market choice," reports A.J. "Jim" Teague,
executive vice president and chief operating
officer of Enterprise's general partner. "Each
addition to our growing infrastructure footprint allows us to provide enhanced service
options for customers in a more efficient,
timely and cost-effective manner."
The Yoakum gas processing facility
has 600 MMcf/d of capacity under construction. Enterprise says it expects the
facility to be in service in the first quarter
of 2013.
To handle the additional NGLs from
the cryogenic facility, the company reports
it has increased the size of its 127-mile
Y-grade pipeline-which originates at the
plant and provides access to its Mont
Belvieu, Tx., complex-from 20 inches
to 24 inches.
