the final version of the regulations, and that
it plans to implement them by spring 2016.
Moody says PIOGA expects the rules will
end in court.
"Our new governor and his top officials
continually talk of openness, transparency, fairness, and the desire to see our in-

dustry succeed," he remarks. "We have
seen nothing but the opposite so far. For
example, DEP has completed its 'comment
and response' document concerning the
original draft rules, but is not providing it
to the public, which would allow people
to determine the adequacy of the depart-

ment's responses to the initial public
comments.
"We fully anticipate we will be forced
to challenge the regulations in court because,
for many of our conventional operators,
these rules will be the straw that breaks the
camel's back," Moody insists.

VOGA Mixes Business And Pleasure

CHESTER, VA.-The Virginia Oil &
Gas Association's annual meeting promises to allow members to hear the latest information on a broad scope of topics
while networking in a family-friendly atmosphere, reports VOGA President Brent
Archer. Topics will include regulatory and
environmental issues, as well as technology and production news. The convention
is scheduled for June 24-26 at the Hilton
Garden Inn at Virginia Beach, Va.
On the afternoon of Wednesday, June
24, the association's annual Board of Director's meeting will allow time to deal
with some in-house business before the
opening reception that evening at the hotel, Archer remarks.
Thursday's agenda will offer a mix of
leisure and business activities. A golf outing and fishing charter will lead off events,
and the general membership meeting is
scheduled for that afternoon. "This membership meeting is a great venue for bringing us all together," says Archer, director
of business policy for Columbia Gas of Virginia. "We can listen to and learn from one
another on any number of topics.
"Then on Thursday evening, we will
have our family barbecue and fundraising
auction," Archer continues. "This will include silent and live auctions that will raise
money to supplement our general fund."
The technical program is on tap for Friday. "These sessions will be informative
for our members," Archer promises. "We
will have an update on the state of the production industry in Virginia, along with
discussions about the proposed largescale pipeline projects planned for construction in our state.
"We also will introduce information
about new production technology and
examine its potential," the association
president elaborates. "This will include upto-date information about hydraulic fracturing techniques."
A discussion about politics also is on
the schedule. "This is especially important
this year because we will be voting on candidates for the Virginia House of Delegates
and the Virginia Senate," Archer notes.
"Our speaker will offer a perspective on
trends and issues that are anticipated to affect the election."

For example, he says, discussion topics will include expanding markets and opportunities, and infrastructure development.
"In addition, natural gas will be a
highlight on the agenda," Archer continues. "We will learn more about meeting
increased demand in residential, commercial and industrial markets.
"Natural gas is a high-profile industry
in Virginia," he relates. "We will cover it
from the wellhead through the delivery
chain to the end-user."
Even though natural gas is sometimes
in the limelight, he adds, the meeting agenda will hit all aspects of the oil and gas industry.
"Attending our annual meeting is an ex-

cellent way to learn about all the opportunities and challenges, and the trending
issues in all sectors of our industry,"
Archer remarks. "We can spend time
with professionals who represent all these
sectors for guidance in the field and in the
office."
The fringe benefit is that the meeting
is designed as a family event. "Virginia
Beach offers many features that make our
meeting the place to be to learn the industry's latest news, and to interact with our
members and their families," Archer summarizes.

IPAA Midyear Meeting Tackles
Issues Affecting Oil And Gas
WASHINGTON-Since the priority at
the Independent Petroleum Association of
America is the health of the oil and gas industry, its midyear meeting agenda guarantees that attendees will get the most upto-date information on a wealth of topics,
promises Senior Vice President Jeff Eshelman. The gathering is set for June 24-26
at the Eldorado Hotel & Spa in Santa Fe,
N.M.
"There is a long list of issues that affect our industry's health, including operational, political, financial and environmental concerns," Eshelman says. "Member
companies are facing low prices that are
leading to less capital expenditure. They
are interested in new markets, especially
related to exports.
"And of course," he continues, "new
regulations-particularly those on hydraulic fracturing-could prevent further activity on federal lands."
On the political front, Eshelman notes,
the new Republican majority in Congress is providing some oversight of the
Obama administration's environmental
campaigns such as climate change. "In addition, Congress is considering reforms of
its own, such as changes in the nation's tax

structure," he observes.
These issues affect all companies,
from the smallest independent to the larger public companies, the IPAA vice president comments. "But they also impact the
country's overall economic health," he emphasizes. "The U.S. exploration and production industry has been one of the few
bright spots in our struggling economy the
past few years.
"A healthy exploration and production
industry means thousands of good-paying
jobs, protection against imports, and more
payments to government treasuries and
royalty owners," he elaborates. "This industry has impacts far and wide that
should be important to all Americans."
One of the midyear meeting highlights, Eshelman points out, will be worldview insights from Jamie Webster, who is
speaking at the June 26 general session. As
director of IHS Energy, Webster will
take a close look at global energy issues.
"These are concerns our association's
members and staff watch closely," Eshelman remarks. "They include the price of
oil, the inability to export it, and geopolitical instability. Webster leads IHS's
short-term crude market analysis, and
