has had fantastic leadership in the past,
and I hope to continue that legacy."
According to Gould, Sparks has the
attributes that make an effective chairman.
"Paul brings a wealth of knowledge and
experience in the oil and gas industry,"
Gould describes. "His soft-spoken yet
powerful leadership style is widely respected in the industry. The association
is fortunate to have Paul in this leadership
role in this highly volatile and important
time."

Both men say they are looking forward
to NMOGA's annual meeting, which retains a location and format that will be
familiar to past attendees. "The convention
is absolutely the best place to touch base
with the leaders of the oil and gas industry
in New Mexico," Gould describes. "Besides being a great place for networking,
the formal program and local charm of
Santa Fe make this event the place to be
in early October."
"First, I think the history and architecture of Santa Fe are spectacular, and
provide a great venue for the largest gath-

ering of oil and gas professionals in New
Mexico," Sparks comments. "Second,
the meeting attracts hundreds of attendees
from across the various parts of our industry: exploration and production companies, service providers, state and federal
employees, and industry experts who address key issues we face. In simplest
terms, it is a chance to build and strengthen
relationships, share best practices, and
support our industry-all in a beautiful
location. The NMOGA staff does a wonderful job of making this event one we
all look forward to each year."

NMOGA Seeks To Get At Root Causes
SANTA FE, N.M.-The New Mexico
Oil & Gas Association wants to make
connections, but what the group means
by that is more than simply rubbing
shoulders with movers and shakers.
As he contemplates efforts by New
Mexico localities to limit or stop oil and
gas exploration and development, NMOGA President Steve Henke suggests the
underlying problem stems from many
citizens' inability to see one thing's relationship to another. "San Miguel and
Santa Fe counties enacted restrictive ordinances and Mora County attempted a
ban," he observes. "Underlying that is
the public's disconnect between oil and
gas development and quality of life."
Oil and gas advocates are defending
the industry's interests in varying ways,
Henke points out. A federal court struck
down Mora County's ban in November,
but anti-industry efforts find traction
among a populace if a sufficient proportion
of it is apathetic or misinformed. "The
industry can point to some legislative
success across the West and victories in
the courts," he acknowledges. "Long
term, I am concerned about being more
proactive to avoid these fights to begin
with. Elected officials act on behalf of
the citizenry, and if the voice of a vocal
minority drives public opinion, the struggle
will continue.
"If we do a better job educating voters
about the relationship between abundant,
affordable energy and their quality of
life, they will see how some of these ordinances actually work against their own
self-interest," he adds.
Therefore, Henke reports, NMOGA's
Board of Directors has made a conscious
decision, both with regard to priority and
funding, to become more active and en-

gaged in outreach. The group hopes that
effort will help the public connect the
dots not only between hydrocarbons and
a modern standard of living, but also between the industry and environmental responsibility, jobs, community involvement,
and a healthy state budget.
"Opponents of oil and gas have become
increasingly active," NMOGA Communications Director Wally Drangmeister
comments. "We want to tell the truth
with regard to the great benefits the industry provides, as well as the indispensable nature of oil and gas resources in
our modern economy. The Communications and Public Relations Committee is
doing this in a number of ways."
The strategy has the backing of NMOGA Chairman Leland Gould, director of
governmental affairs at Western Refining
Inc. in Albuquerque, N.M. "It seems the
biggest challenges in the oil and gas industry are regulatory and political instead
of engineering and operations," he reflects.
"We need to be involved in the conversations about energy or face the risk of
bad outcomes for the industry, the state
of New Mexico, and the United States."

Face To Faces
In a perfect world, Drangmeister postulates, every New Mexican would grant
NMOGA a hearing. Many citizens are
getting that, thanks to the association's
speaking tour, he notes, which along with
Drangmeister and Henke, includes
Matthew Gonzales, who heads NMOGA's
Good Neighbor Program, which facilitates
communication between the industry and
parties such as surface owners and community leaders.
Drangmeister says NMOGA representatives tailor their message to fit the audience,

but always draw from the same core concepts. He says they like to use third-party
data, so that when they discuss matters
such as energy trends and projections, the
audience is hearing statistics from the
sources such as the U.S. Energy Information
Administration and the Lawrence Livermore
National Laboratory. Other aspects of the
message include the industry's environmental stewardship and contribution to the
state's economy and tax coffers.
"If everyone in New Mexico would
listen to Steve, Matt or me speak for an
hour, opinion polls about the industry
would be off-the-charts positive," Drangmeister contends. "The reality is, we cannot do that."
Even if they cannot speak to all New
Mexicans, he says, NMOGA's speakers
can target many of the state's people
who help shape perceptions. "If we were
in California, we would have a much
harder time talking to the opinion leaders,"
he reflects. "But in a state of a couple
million people, over the course of months
and years, we really can get to a huge
percentage of the few thousand most influential, and we are working hard every
day to do that."
Media, Mass And Social
Then there is NMOGA's mass media
campaign and social media outreach.
Drangmeister says the mass media campaign includes television and radio ads
that emphasize the sizable share of state
general fund revenue-$2.1 billion in
2014-that comes from the state's oil and
gas industry and goes toward education.
