Youngstown, Oh., Ban
Loses For Fifth Time
API, ANGA To Combine
Into One Association
WASHINGTON-The American
Petroleum Institute and America's
Natural Gas Alliance will combine into
a single trade association effective Jan.
1. The combined association will
continue ANGA's mission under API,
the organizations say.
"There is a natural synergy between
our organizations," API Chief
Executive Officer Jack Gerard
comments. "Our combined skills and
capabilities will bring enhanced
advocacy strength to natural gas market
development-ANGA's primary
mission. And the combined
association's expanded membership
will provide additional lift to API's
COLUMBUS, OH.-Backers of an
anti-fracturing "community bill of
rights" charter amendment in
Youngstown, Oh., lost for a fifth time
on Nov. 3, the Ohio Oil & Gas
Association confirms. It notes, though,
the loss was by less than 3 percent,
which was the amendment's closest
margin of defeat to date.
According to the association, the
proposal called for banning hydraulic
fracturing in the city, which opponents
and state officials have said cannot be
enforced. OOGA points out the vote
hasn't been close in the previous
attempts, losing by 13.7 percent in May
2013, 9.3 percent in November 2013,
8.3 percent in May 2014, and 15.4
percent in November 2014.
"I am happy the charter amendment
was defeated for the fifth time, even
though it was less than 3 percent,"
Youngstown Mayor John A. McNally is
quoted in local press reports. "Voters
stated that they didn't need this charter
amendment."
Guy Coviello, the Youngstown/Warren Regional Chamber's vice president of
government affairs, says Youngstown's
hard-fought economic recovery avoided
another setback. "We hope the
individuals behind this ill-conceived
proposal finally get the message," he is
quoted. "Mahoning Valley wants more
jobs and opportunity, not less."
Even if the proposal had been approved
by voters, enforcement would be unlikely,
OOGA remarks, pointing to rulings by
both the Ohio Supreme Court and county
courts of common pleas that communities
may not prohibit oil and gas activity.
The referendum was put back on the
November ballot after the Ohio
Supreme Court ruled the Mahoning
County Board of Elections overstepped
his authority in refusing to certify the
petition on the grounds that, even if
passed, the amendment likely would be
declared unconstitutional by the courts
(AOGR, October 2015, pg. 23). ❒
