PIOGA Shares Pluses Of Natural Gas

WEXFORD, PA.-Pennsylvania is
blessed with abundant natural gas resources. Our challenge now is to develop
new markets and expand uses for natural
gas. The Pennsylvania Independent Oil
& Gas Association is the only state oil
and gas trade association with a staff
member dedicated solely to this task in
conjunction with a very active Pipeline
and Gas Market Development (PGMD)
Committee. This committee is tasked
with monitoring developments at the
Pennsylvania Public Utility Commission
and Federal Energy Regulatory Commission.
The committee:
* Reviews local distribution company
tariffs and pipeline open seasons affecting
the movement of natural gas;
* Recommends and manages interventions in rate cases; and
* Develops producer policy positions
on natural gas marketing matters.
We monitor the issues that most concern PIOGA members. Through our committee structure, companies have a mech-

anism to share ideas, concerns and, most
importantly, solutions.
All About Benefits
For well over a century, natural gas
has served markets for space heating or
process heating (manufacturing load). Almost half of Pennsylvania's 2.8 million
consumers are transportation customers,
meaning that they buy the commodity
from someone other than the local utility.
When it was formed in the mid-1990s,
PIOGA's PGMD Committee was called
the Transportation and Marketing Committee. At that time, it focused on utility
transportation programs and competitive
market services as well as incentives for
producing Pennsylvania natural gas.
Today, the committee discusses more
than marketing natural gas behind a city
gate. To complement the PGMD Committee, relevant agendas are prepared by
each subcommittee leader and workgroup
discussions occur usually once a month
through four subcommittees:
* Natural Gas-Fired Electric Generation;
* Natural Gas Vehicles and Infra-

structure;
* Industrial and Petrochemical Manufacturing; and
* Public Relations.
There are 125 PIOGA members who
participate on this committee. They come
from a variety of professional backgrounds
and interest levels. Members chair and
co-chair each committee. The committee
includes analysts, operations management,
exploration and production companies,
interstate pipelines, service companies,
midstream pipelines, large and small generators, marketers, business and economic
development representatives, asset managers, regulatory and government affairs
representatives, engineers, and law firms.
One thing on which we all agree is the
continued need to educate the public on
the economic and environmental benefits
of natural gas. PIOGA's Public Relations
Subcommittee reminds members to take
part in advocacy, including pipeline support
through FERC letter writing campaigns,
attending public meetings, and educational
seminars that discuss pipeline development
at township supervisor and municipal offices throughout Pennsylvania.
