and his outgoing personality were a
huge plus. He never met a stranger and
always had a story on his lip. He
communicated well with our
membership."
IOGA tackled many issues during
Richards' tenure, but Dicus ranks as the
most pivotal the two and a half years of
input and advocacy the group devoted to
Illinois' high-volume hydraulic fracturing
statute, which passed the 2013 Illinois
General Assembly. "That issue and the
amount of time spent could, in itself, be
enough to wear anyone down, but Brad
survived," Dicus relates. "Brad dealt with
this issue just like he approaches every
issue-with passion, commitment and an
informed, intelligent message."
According to Dicus, IOGA's quest
for a new executive director is going
well, and the group's search committee
is filtering through a large number of
applicants. "We are seeking a
personable self-starter who not only can
communicate effectively with
Springfield, Il., and the public, but also
step up communication with our
membership," he says. "We need
someone who will find and improve on
our weaknesses as well as build on our

strengths. Our future will be full of
challenges, and we must stay informed
and nimble."

NMOGA Names Flynn
As Executive Director
SANTA FE, N.M.-The New Mexico
Oil & Gas Association has named Ryan
Flynn its executive director, replacing
Steve Henke, who retired after six years
at the association.
Before joining NMOGA, Flynn served
as New Mexico environment secretary

from 2013 to 2016. He graduated from
Harvard University, and received his juris
doctor from the University of Arizona. He
also serves as an assistant judge advocate
general in the U.S. Air Force Reserve.
"Flynn's background and experience
in legal and regulatory affairs, combined
with his straightforward leadership and
clear communication style, are a great fit
for our industry in these challenging
times," says NMOGA Chairman Cliff
Brunson. "Ryan's talents will be
extremely important in moving the oil
and gas industry forward to create the
jobs and provide the revenues that are so
important to New Mexico."
Don Tripp, speaker of the New
Mexico House of Representatives, says
the oil and gas industry will be well
served with Flynn's selection.
"He understands how important oil
and gas are to the state, and more
importantly, how to move the industry
forward in a manner that will allow the
industry to succeed for the benefit of all
New Mexicans."
According to NMOGA, Flynn will
direct and coordinate its activities and
responses to legislative, legal and
regulatory challenges as head of the 88year-old trade association. ❒
