west of Pittsburgh. Shell says the complex
is scheduled to be operational early in
the next decade.
Burd says Jobs Ohio has announced
it will spend $17 million to remediate a
site in Belmont County, Oh., for a planned
$5.7 billion ethane cracker facility to be
built by PTT Global Chemical, and a
cracker plant is being discussed for Wood
County, W.V. "There is enough ethane
being produced in northern West Virginia,
and along the eastern edge in Ohio along
the Ohio River, to feed all three cracker
plants," he asserts.
Energy Solutions is expanding another
end use for Marcellus gas, with its planned
550 megawatt power plant proposed near
Moundsville, Oh., Burd says. Scheduled
to go on line in summer 2019, he says the
facility has permits to burn 15 percent
ethanol. Some of the region's gas also

will head overseas through Dominion's
Cove Point liquefied natural gas complex.
"Dominion continues to move forward
on Cove Point, which is scheduled to
start LNG shipments by the third qarter
of 2017. Dominion is one of the Appalachian Basin's leading players, and
the company continues to support producer
efforts in all the states it serves-Ohio,
West Virginia and Pennsylvania," he describes. "The industry is very optimistic
that 2017 will be a turnaround year, and
we will see even better things in 2018."
Freshwater says projects such as Shell's
ethane cracker and Dominion's Cove
Point LNG facility will allow West Virginia
producers many more downstream opportunities.
"We are glad to see take-away capacity
starting to catch up with delivery capacity,"
he says. "Producers' relationships with

pipeline companies are very positive. There
have been many meetings to foster a mutually beneficial relationship. Where we
can, we are doing outreach to make sure
operators work in lockstep with pipeline
companies toward our common goals."
Taking advantage of its in-depth understanding of the issues industry faces,
Freshwater says IOGAWV is increasing
its efforts to ensure the association represents all operators-large or small, conventional or unconventional.
"I think everyone will be a lot happier
with the prices that we have now. I do
not think it will get drill bits turning to
the right, but at least operators will enter
2017 with little more optimism than they
had this time last year," Freshwater assesses.
Winter Meeting
Ben Sullivan, IOGAWV vice president
and program chairman, says the convention
will kick off Tuesday, Feb. 14, with technical sessions from C&J Energy Services
Ltd., Schlumberger Oilfield Services, and
U.S. Well Services Inc. The sessions are
free.
West Virginia Governor-elect Jim Justice
has been invited as the opening speaker
for Wednesday, Feb. 15, Sullivan says.
Several chief executive officers and chief
operating officers fill out the morning
agenda, he adds. During lunch, Freshwater
will join James Martin, head of the state
Office of Oil and Gas, and Maribeth Anderson, president of the West Virginia Oil
& Natural Gas Association, in presenting
the Oil and Gas Reclamation Awards,
sponsored by Ergon Oil Purchasing.
Wednesday afternoon's agenda includes
a presentation from the U.S. Chamber of
Commerce, a weather analysis from Joe
Bastardi with WeatherBELL Analytics
Inc., an association update from Freshwater, and a legislative update from the
association's chief lobbyist, Phil Real,
Sullivan says.
Burd notes that while IOGAWV has
tightened its budget in response to the
downturn in oil and gas markets, many
of its members continue their relationship
with the association.
"Like everyone else, the association
has suffered a bit of a loss, but it is
hanging in there," Burd says. "The association still has about 600 members, and
I am proud of that. IOGAWV will continue
to do its best to keep representing its
members' interests and adding value to
their business plans."
