continues. December stocks ended
slightly lower than November, falling
2.6 MMbbl, but were 33.9 MMbbl
higher than December 2015.
Total U.S. petroleum deliveries in
December increased 0.5 percent from
December 2015, and were up 0.6
percent from November 2016, to
average nearly 19.7 MMbbl/d,
according to the report. That was the
highest December petroleum demand
since 2010, API points out.
Domestic petroleum deliveries
increased by 1.1 percent for fourth
quarter 2016 compared with fourth
quarter 2015. For the year, API says,
domestic petroleum demand of 19.6
MMbbl/d increased 0.4 percent
compared with 2015.
API says December's gasoline
deliveries were down 1.5 percent from
November and 1.3 percent from
December 2015. At slightly more than
9.0 MMbbl/d, API reports December's
gasoline demand was the second highest
December demand since 2007.
Fourth quarter gasoline deliveries
decreased by 0.8 percent compared with
fourth quarter 2015. For the year, API
says gasoline deliveries increased by 1.3
percent compared with 2015.
Distillate deliveries increased by 2.1
percent compared with December 2015
to average 3.9 MMbbl/d in December.
Compared with the prior month and
fourth quarter 2015, API reports
distillate deliveries were up by 2.2
percent and 1.6 percent, respectively.
Compared with all of 2015, distillate
deliveries fell by 3.5 percent.
U.S. petroleum imports in December
averaged slightly more than 10.0
MMbbl/d, which API says was down
3.0 percent from November, but up 3.1
percent from December 2015.
December 2016 imports were the
highest for the month since 2011. Year
to date, API says, total petroleum
imports increased 6.7 percent over 2015
and were the highest since 2012.
Crude oil imports, meanwhile,
decreased 0.8 percent from November,
but increased 0.9 percent from December
2015 to average slightly less than 8.0
MMbbl/d. API says December's crude
oil imports were the highest level for the
month since 2011. For all of 2016, the
group adds, crude oil imports were up
7.1 percent from 2015. ❒

Laredo, Tx., Reﬁnery Will
Target Exports To Mexico
THE WOODLANDS, TX.-Raven
Petroleum LLC has announced plans for
a 50,000 barrel-a-day refinery complex
in Duval County, Tx., outside Laredo.
The company indicates its intent is to
access Eagle Ford Shale crude oil to export its products to Mexico by way of the
Kansas City Southern Railroad. In addition, Raven Petroleum says, two pipelines
bisect its property and it has access to adjacent highway transportation.
The planned facilities include up to 4

million barrels of storage tank capacity,
rail terminal infrastructure capable of
handling two inbound and two outbound unit trains a day, and 632 acres
available for co-development.
The company says its goal is to begin operations by the end of 2018.
Raven's refinery would be the first
major Texas refinery built in decades,
according to published reports. Citing
U.S. Energy Information Administration
data, the reports say Texas has 29 operating refineries-none in the Laredo
area-capable of processing more than
5.45 million barrels of oil a day. ❒
