The Far West Ski Association's Public
Affairs portfolio is responsible for a wide variety
of programs, and has historically been
very active in a host of areas that impact ski
area development, safety, volunteer liabilities,
transportation, taxation, ski history, environment,
climate change and diversity in snowsports.
As " The Voice of the Western Skier " it is
our responsibility to present our positions to
the outside world. We also work to educate
our own members, on the impact of changing
demographics, efforts to modernize state ski
laws, expanding snowmaking capabilities, consumer
tendencies, the Forest Service's role in
area development, and to meet various needs
based on demographics such as age, capabilities,
interests, and other factors.
The Association strongly encourages all
snowsports enthusiasts to get informed and
involved in issues that might affect them, by
keeping abreast of industry news, government
activities, area developments, legislation, public
meetings, safety issues and product developments.

AREA
DEVELOPMENT
Vail Resorts
Through its subsidiaries, Vail Resorts has
become a leading global mountain resort operator,
and currently operates 41 destination
mountain resorts throughout the United
States. Their stated product is the great outdoors
and their mission is " Experience of a
LifetimeTM
. " . The real estate planning and development
subsidiary of Vail Resorts is the Vail
Resorts Development Company.
In September of 2021, Vail Resorts announced
a $320 Million Capital Plan across 14
resorts to enhance guest experience for the
2022-2023 season. The initiative is called the
" Epic Lift Upgrade. " Readers are invited to explore

and an expanded restaurant. It will make
getting on and around its mountains easier,
faster and more enjoyable.

Following are projects planned for the
2022 - 2023 season in Canada and the western
region. Note that the projects are subject to
government approval, and the completion of
each project and its availability for the 2022 -
2023 season will be based on the timing of the
approvals.
Whistler Blackcomb, Canada:
A new high-speed 8-person gondola, the
Creekside Gondola, will replace the existing 6person
gondola. It will significantly improve
wait times and increase out-of-base uphill capacity
by 35% in the Creekside area, especially
on high-volume days. The replacement of the
existing high-speed 4-person lift Big Red Express,
with a high-speed, 6-person chair will
increase the uphill capacity by nearly 30% and
enhance and modernize the guest experience
mid-mountain out of the Creekside area.

Vail Mountain, CO:
The installation of a new high-speed 4person
chair in the Sun Down Bowl from the
base of Chair 5 (High Noon Express) to the
Wildwood restaurant will materially reduce
wait times on peak days at Chair 5 and create
the opportunity for skiers and riders to much
more conveniently access the trails in Sun
Down Bowl. Skiers and riders will see improved
reliability and capacity in the popular
Game Creek Bowl with the replacement of the
current 4-person chair with a new high-speed
6-person lift, increasing capacity by nearly

This will be the company's largest singleyear
investment into the mountain experience.
It is designed to materially reduce wait times,
and increase uphill capacity with 19 new
chairlifts, including 12 new high-speed chairlifts,
a new 8-person high-speed gondola, 6

Breckenridge Ski Resort, CO:
The beginner ski and ride school experience
will be enhanced at the highly utilized
Peak 8 base area by replacing the current
fixed-grip double Rip's Ride Lift, with a highspeed
4-person chair, increasing uphill capacity
by nearly 70% and improving out-of-base circulation.

Park
City Mountain, UT:
A high-speed 6-person chair with a new
mid-station will replace the existing Eagle Lift,
significantly reducing crowding and wait
times, and improving the guest experience,
especially for beginner skiers and ski and ride
school guests. Vail Resorts' first-ever highspeed
8-person chair, the Silverlode, will replace
an existing 6-person chair, and increase
uphill capacity by 20% and reduce wait times
at a critical spot to circulate guests on mountain.

Northstar California, CA:
A new high-speed 6-person chair will replace
the existing mid-mountain 4-person
chair and is designed to reduce wait times at
Comstock Lift, one of the mountain's most
popular lifts, and increase uphill capacity by

Heavenly Ski Resort, CA:
The replacement of an existing fixed-grip
triple with a high-speed 4-person chair will increase
uphill capacity by more than 40% and
reduce the combined ride time of the Boulder
and North Bowl Lifts, which is expected to reduce
wait times at the Stagecoach and Olympic

Keystone Resort, CO:
Enhancements to Bergman Bowl will include
a new high-speed 6-person chairlift, increasing
lift-served terrain by 555 acres.
Additional enhancements include 16 new
trails, a ski patrol facility and snowmaking infrastructure.
This project unlocks access for
novice and intermediate guests and provides
expanded entry to expert terrain in Independence
and Erickson Bowls. An approximately
6,000 square feet expansion of the existing
Outpost Restaurant will add 300 more indoor
seats and 75 more outdoor seats for guests.
Keystone Resort issued an update to its
Bergman Bowl Project in early August, 2022.
It has been working closely with the U.S. Forest
Service on issues that arose during construction.
The U.S. Forest Service has
approved the resort's restoration plan which
is intended to fully restore the affected area in
the high alpine. It had been determined that
high alpine portions of the project will need to
undergo further environmental review and as
a result, Keystone will not complete the Bergman
Bowl Express lift for the 2022-2023 season.
However, it does plan to open Bergman
