TRANSPORTATION//STATE OF THE SECTOR Safety was job 1 on the I-15 project: There were zero lost time incidents recorded during the 1.3 million man-hours logged. with expected traffic. For special events (such as the annual NASCAR event and Las Vegas Air Show) NCC adjusted work schedules to reduce the number and length of ramp closures in order to increase traffic. The design-build team worked closely with NDOT and FAST (Freeway and Arterial System of Transportation) to modify signalization on arterial streets to improve traffic flow. NCC, NDOT and FAST also created a comprehensive outreach campaign to keep the public informed about construction activities and alternative travel routes. NDOT gave NCC the flexibility to innovate and produce the best project the budget allowed by focusing on performance rather than on specific design elements or materials. These innovations shortened the project and cut costs, while delivering a roadway that exceeded expectations. NCC also provided for new lighting, traffic signals and ITS design. These elements needed to be durable and maintainable for long-term performance. They also needed to be consistent with existing fixtures and standards. Where possible, the design used poles for multiple purposes, reducing costs and clutter. In an interview at the 2011 Design-Build in Transportation Conference, Susan Martinovich, P.E., director, Nevada Department of Transportation and 2011 AASHTO president, said that signage, along with striping, is one of the cheapest and easiest ways to improve safety and traffic flow. The advance planning, with the added innovations, fully satisfied NDOT’s requirements. Changes during the project accounted for just three percent of the contract value, with increased scope elements adding just 1.26 percent to the final cost. Environmental impact was another facet of the project’s innovation. One factor was reducing the amount of dust generated during construction, especially during windy seasons or during storms. Storm water collection and drainage systems were designed to control surface runoff from I-15, both during construction and for the completed road. These systems control impact on water quality, reduce damage from floods and minimize future operation and maintenance costs. Safety—for both workers and the public—was a concern during the project, especially with construction under way with heavy traffic on the road. This was especially pertinent, since worker health and safety in the Las Vegas area were under scrutiny, due to a number of deaths at other project sites.
