By Todd Rich PUBLIC-PRIVATE PARTNERSHIPS (P3s) began gathering momentum in the late 1990s. Now, after some initial resistance, they’re becoming increasingly popular. Originally feared as possibly reducing public services, they’re now being seen as a win-win solution for both public and private sectors. Editors Akintola Akintoye and Matthias Beck explore the theory and practice of P3s in detail in “Policy, Finance & Management for Public-Private Partnerships.” The book looks at P3s in both industrialized and developing environments. Written from the perspective of the Private Finance Initiative in the U.K., it also provides solid information for U.S. practitioners, dealing with the political, financing, management and day-today design and construction issues affecting the entire range of P3 projects, including case studies of both successful and unsuccessful projects. The book is divided into three parts: policy, finance and management. The first part, policy, begins with some historical perspective on the initiation of and experience with Private Finance Initiative. The learning curve for using this kind of partnership is steep, and this book may help those new to the process shorten it with examples from others’ experiences. Intensive examination of the policies behind early P3 projects in Part One, including some of the financial aspects to be careful of, will be helpful for those new to these arrangements. The second part is a detailed examination of financing P3s, starting off with a chapter on lessons learned in this area. In the eleventh chapter of this section, the focus moves to the U.S., with case studies on four recent transportation P3s. Throughout this section, the authors look at P3s with reference to both theoretical models and real-world examples of how they’ve been applied. The third part focuses on management issues related to P3s, examining how the public and private parties interact and how this interaction affects a project’s success or failure. In addition to practical information on managing the project, it advises those in the private sector wishing to participate in a public-private partnership to present the public client with how their participation and the project will fit into their overarching goals.
