This 366-page text includes comparisons of the respective requirements for design-build and design-build-operate (DBO) and summaries of relevant state and federal laws. The authors analyze different design-build procurement approaches; explain insurance and bonding strategies; suggest ways to find the right design-builder; and provide criteria by which design-build proposals can be evaluated. There is also a thorough discussion of dispute resolution and liability issues at all stages of projects. The chapter on requests for proposals (RFPs) details how these should be written and customized for the needs of water treatment and related facility projects (for more on RFPs, see page 20). Readers will find a comparison of items unique to water contracts—such as sanitation provisions— and similarities between water plant RFPs and those relevant to design-builders in general. The formatting advice is useful for evaluating the comprehensiveness of any design-build proposal. The chapter on value engineering describes the procedures for finding quality, cost-effective alternatives to design and material expenses, especially during the proposal phases of design-build bidding.
