Pima County Realizing the Advantages of Design, Build, Operate Solutions This new facility was procured and is being constructed through a DBO partnership that has never been used before in Pima County. The public/private partnership will benefit the residents of our community through the creation of jobs in the shortterm, and through cost savings realized through the use of technology and automation into the future. -Jackson Jenkins Director, Pima County RWRD Pima County Regional Wastewater Reclamation Department and CH2M HILL broke ground on a new water reclamation facility (WRF) that will protect Tucson’s environment and water supplies for decades to come. The innovative facility will have capacity to treat 32 million gallons of wastewater a day and is part of the largest public works project ever undertaken in Pima County. The $172 million WRF will replace the outdated Roger Road Wastewater Treatment Facility, built in the 1950s, and will reduce the levels of nitrogen and ammonia in effluent discharged into the Santa Cruz River. The new facility will produce A+ quality effluent and feature state-of-the-art odor control technology. Scheduled for completion in 2014, the project uses CH2M HILL’s industry unique, single-entity, integrated design-build-operate (DBO) approach with CH2M HILL designing, building and then operating the facility for 15 years.
