The Spokane County Regional Water Reclamation Facility is an eight-million-gallon-per-day wastewatertreatment facility operating under some of North America’s most stringent effluent phosphorus limits, including a seasonal phosphorus average of less than 50 micrograms per liter (50 parts per billion). Meeting these effluent discharge requirements served as the overriding motivation for the project team and required a true design-build-operate partnership between Spokane County and CH2M HILL. Owner: Maryland State Highway Administration Design-Builders: Intercounty Constructors, Maryland 200 Constructors and Intercounty Connector Constructors Engineer: ICC Corridor Partners, a joint venture of Rummel Klepper & Kahl, Parsons Brinckerhoff and URS The $2.425-billion Intercounty Connector is an 18.8mile highway that connects major transportation corridors north of Washington, D.C. The all-electronic tolling facility provides a safe travel alternative to overcrowded local roads. Three design-build teams, consisting of more than 200 contractors and subcontractors, carried out the $370 million environmental program. It included a comprehensive set of avoidance, minimization and mitigation measures undertaken during roadway construction.
