Pacific Sustainable Building Science and Consolidated Engineering Laboratories The $73-million FY ’08 New Barracks Complex includes the design-build of an Unaccompanied Enlisted Personnel Housing (UEPH) complex that houses 400 soldiers in two five-story, 100-unit buildings. Associated site work included more than two miles of off-site high-voltage electrical and telecommunication infrastructure work and an upgrade of an existing power substation.
