Dale Picha, P.E., PTOE (M)

Daniel (Dan) J. Beaty, AICP (M)

Florida District

Dale Picha is the transportation operations manager
for the 12-county Texas Department of Transportation (TxDOT) San Antonio District, overseeing all of
the traffic engineering and traffic management
system functions for those counties. He has worked
in the transportation field for 22 years, including
with the Texas A&M Transportation Institute (TTI)
and with both the City of Bryan, TX, USA and the
City of College Station, TX, USA.
Dale thoroughly enjoys working in the public sector as a traffic engineer,
especially as it relates to the communication and interaction on a daily basis
with his staff, citizens, elected officials, emergency responders, planners,
engineers, contractors, the media, and vendors in solving transportation
problems. He also enjoys working with and mentoring young professionals
in the transportation field.
Dale has served in leadership roles in both the Brazos Valley and South
Texas Sections of ITE, and more recently, as the TexITE District Secretary-Treasurer, Vice President, and President in 2014, 2015, and 2016,
respectively. He has co-Chaired two Local Arrangement Committees for past
TexITE District meetings, and has recently completed two executive-level
leadership programs with TxDOT.
Dale is a graduate of Texas A&M University, with bachelor and master of
science degrees in civil engineering. He is a licensed Professional Engineer
in Texas, and a Professional Traffic Operations Engineer. Outside of work,
Dale enjoys traveling, running, biking, gardening, and other outdoor activities with his wife Tracy and daughter Louise.

Daniel (Dan) Beaty is a chief transportation planner
at the HNTB Corporation with 25 years of
experience in the areas of urban and regional
transportation planning and travel demand
modeling. His focus has been on travel demand
modeling including: model development and
validation, preparation and forecasting of socioeconomic data, development of long-range
transportation plans, and modeling for planning, preliminary design and
design projects.
Dan has been a member of ITE for more than 23 years. He began his
involvement with the local Big Bend Chapter having served on the board in
all positions. He continues to be active with the local chapter in reviewing
applications for scholarships. Dan served on the Florida Section (FSITE) and
District 10 boards as President, Vice President, and Secretary and has been the
FSITE Representative to District 10. He ran the Student Traffic Bowl for the
District for 5 years and has received numerous FSITE /District 10 Awards for
service. Dan has served on numerous ITE committees. His recent focus has
been on students and helping them to develop and get involved in ITE.
Dan and his wife Kim of 23 years, live in Tallahassee with their two girls
and dog Jacee. Dan enjoys playing wood bat baseball and golfing.

REPRESENTATIVE
Russell Brownlee, M.A. Sc., P. Eng. (F)
Coordinating Council
Russell Brownlee is the managing director and
transportation safety engineer with True North
Safety (TNS) Group. TNS was established to provide
consulting services solely focused in the area of
transportation safety. At TNS, Russell focuses on
safety consulting services and independent forensic
investigations relating to multimodal transportation
facility design, construction, operations, and
maintenance. He obtained his civil engineering bachelor's and master's
degrees from the University of Manitoba and University of Waterloo and is a
registered professional engineer in Ontario, Alberta, and British Columbia,
Canada. Russell has been qualified as an expert in transportation engineering, transportation planning, road user safety, and road design and
maintenance in the Superior Court of Justice of Ontario.
Russell has been actively involved in ITE for almost 20 years, serving
as president of the Toronto Section, Canadian District Director, Vice-Chair
of the Coordinating Council, Chair of the Transportation Safety Council,

Chair of the Expert Witness Council, member of the Traffic Engineering,
Transportation Safety, and Transportation Forensics and Risk Management
council executive committees. In 2017, Russell received the Transportation
Safety Council Edmund R. Ricker award given in recognition of leadership
in the field of traffic safety.
Outside of ITE, Russell is the Consulting Engineers of Ontario's (CEO)
appointee to the Ontario Provincial Standards (OPS) Traffic Safety Committee that oversees the development and update of the roadside safety
specifications and designs for Ontario municipalities and is an active
member of the Road Safety Committee of Ontario (ROSCO). He dedicates
much of his volunteer time to safety training for transportation professionals related to intersections, rural roads, bicycle facilities, pedestrian
facilities, roadside safety, maintenance, and risk management, for the ITE
Canadian District, Ontario Good Roads Association (OGRA), and Ontario
Traffic Council (OTC), among others.
Russell is an avid cyclist and enjoys camping, hiking, canoeing, kayaking; essentially anything related to the outdoors. He lives in Toronto,
Ontario, Canada with his wife Cheryl and the boundless energy of his
children Emma and Carter.
