A Q&A with DBIA's
Executive Director and
Chairman of the Board
AT DBIA'S 2013 National Design-Build Conference
& Expo, Barbara Wagner, DBIA, LEED ® AP,
passed the gavel, which symbolized the conclusion
of her tenure as chair of the DBIA board of directors, to Jim Whitaker, AIA, DBIA, NCARB. As
DBIA's 2014 board chair, Whitaker will work with
Executive Director and CEO Lisa Washington,
CAE, to implement DBIA's strategic plan. They
recently sat down to discuss their 2014 priorities.
What are your three top priorities for 2014 to help
advance DBIA and the A/E/C industry?
Jim Whitaker: First, I will work to help DBIA
expand educational opportunities of all types, with
a special focus on Design-Build Done Right™.
Second, continue expanding the membership
constituency. The DBIA membership constituency
is already broad-based, but we can make it even
broader. The clients of all sizes, from institutional
buyers of capital projects to smaller owners, must
be welcomed and informed of the design-build
value proposition and how to effectively utilize the
design-build toolbox for maximum benefit.
Third, reaffirm DBIA as the one go-to, industry-recognized resource for all things design-build.
DBIA has no competitor, nor should it. DBIA consistently delivers the best design-build content that
the industry has to offer. DBIA is not just for a certain segment of owners or contractors or designers
or specialty trade contractors or transactional
professionals.
Lisa Washington: Defining Design-Build Done
Right through a comprehensive set of universal
best practices is my top priority for 2014. Although
market trend data is clear in that design-build is no
doubt gaining momentum at nearly 40 percent of
all non-residential design and construction, according to Reed Construction data, this data does not

guarantee that the delivery method is always executed properly. It's also important to educate the
industry about market sector differences requiring
shifts in best-practice implementation. This leads
me to the second priority, which is completion
of a deeper dive into key market sectors, such as
transportation, water/wastewater and the federal
sector. Nuances such as the Federal Acquisition
Regulation (FAR) for federal projects, NEPA
(National Environmental Policy Act) requirements
in transportation and/or regulatory requirements
in the water/wastewater sector all require a unique
set of best practices to augment the universal concepts. Finally, once best practices are established, we
must develop tools and resources for the industry to
assist in implementation. This includes everything
from educational content to templates and sample
documents. In addition to explaining the "what,"
identifying the "how" ranks as one of my top three
priorities for 2014.
What new initiatives are you focused on this year?
What challenges do you anticipate? How do you plan to
address them?
JW: Some market sectors are now dominated
by design-build project delivery, while others are
slower to respond. But no one can argue with the
proven results: overall faster delivery time, stricter
cost control, higher quality control, less litigation
(if any) and greater customer satisfaction scores.
The evidence is clear. Design-build has revolutionized how design and construction is procured
and executed. So education on best practices and
industry advocacy for well-written legislation is
critical. Bad actors, bad contracting practices and
bad project outcomes must be avoided. We will be
working hard to get Design-Build Done Right out
to the industry.
