IN the WINter 2011 issue of IQ, we profiled many of the winners from the prestigious 2011 National Design-Build Project Awards competition. Projects are honored for design and construction that meets or exceeds owner expectations. Judging took place at DBIA headquarters in June 2011 by a jury of industry experts that included owners, design-builders, architects and engineers. In this issue we showcase the winners from the water/wasterwater sector. Water/Wastewater Design-Build Excellence Award H.L. Mooney WRF Expansion and Upgrade, Stage 2, Phase 2 Woodbridge, Va. Owner: Prince William County Service Authority Design-Builder: PC Construction Company Engineer: CDM, Inc. The H.L. Mooney Expansion project expanded the facility’s existing 18 MGD-rated capacity to 24 MGD. The project was time critical due to a nutrient-loading mandate set for implementation on Dec. 31, 2010. The facility needed to be licensed to operate at the increased flow prior to that date. The contract was entered into in October 2007. On Sept. 30, 2010, the design-build team requested licensure at the higher process flow rate, a request that has since been granted by the Virginia Department of Environmental Quality. 26 spring//2012 the quarterly publication of the design-build institute of america
