quality were evaluated to decide which team would provide the best value. NDOT chose the North Corridor Constructors (NCC) team, composed of CH2M HILL and Las Vegas Paving Corporation, on the basis of its management approach, the experience of the firms and of key personnel and its proposed schedule and technical innovations. QUALITY AND INNOVATION: TIME, TIDE AND TRAFFIC WAIT FOR NO ONE The new and improved segment of I-15 shows the value of planning. NDOT originally asked to have three delta frame bridges widened. On reviewing the bridges and surrounding road, NCC proposed demolishing these bridges and replacing them with pre-cast girder structures. The advantages of the new construction were twofold: They simplified construction phasing and traffic control in the short term and provided a longer service life and lower maintenance costs, with only a slight increase from the initial cost. The Lake Mead Boulevard interchange was reconfigured and four bridges were eliminated, providing short-term and long-term benefits. NCC’s alternative design concepts and alignment modifications eliminated six ramp structures and the need for a new utility bridge and reduced the need for retaining walls. Because of the planning, the improved roadway not only accommodates more traffic, but provides a better flow and offers better visibility and safety, thanks to a new lighting system. Another aspect of planning was accommodating the traffic that needed to continue to move along I-15 and the surrounding streets. Maintenance of traffic (MOT) was crucial. The two-phase construction schedule reduced the time road work would take, but it also reduced traffic from three lanes to two in each direction.
