MSNBC, will discuss what it's like to
work on the front lines of a political
campaign. Nagel says he also will share
his views on how the presidential candidates potentially could impact the oil and
gas industry, once in office.
On the business side, Nagel says Susan
Ginsberg, the vice president of crude oil
and natural gas regulatory affairs for the
Independent Petroleum Association of America, will talk about developments in federal
pipeline regulations; Adam Beren, chairman
and president of Berexco LLC, will lead a
panel discussion on the electric rate concerns
for producers; and Jeff Kennedy, Leon
Rodak and Joyce Moelliner will offer
survival tips on how operators can minimize
expenses during difficult times.
Powell says that like most state oil
and gas associations, KIOGA has experienced a decline in membership numbers,
and expects to see a drop in meeting attendance and exhibitors, but, "As I have
always said, you have to be an optimist
to be in this business," he counters. "I
would say that people will be optimistic
at this meeting."

Kansas, Oklahoma See Decline
In Seismic Events, Public Fears
MISSION, KS.-Public concerns about
seismic events in Kansas and Oklahoma,
like the earthquakes themselves, appear
to be diminishing, observes Nick Powell,
chairman of the Kansas Independent Oil
& Gas Association. Over the past several
years, both states have experienced an
ongoing series of earthquakes, and each
has taken its own approach in response.
While Oklahoma regulators imposed
an immediate stoppage on disposing of
waste fluids in injection wells in areas
experiencing earthquakes, KIOGA President Edward Cross notes, the Kansas
Corporation Commission ordered oil companies in five designated areas spanning
Harper and Sumner counties to gradually
reduce brine fluid volumes injected into
Class II disposal wells. Both states have
seen a decrease in noticeable seismic
events, he says.
Powell adds that media coverage, if
not totally balanced, is not nearly as sensationalistic as in the recent past. He says

a 60 Minutes story that aired a few months
ago began on the right note, with the reporter stating the seismicity had nothing
to do with hydraulic fracturing.
"And so, the show got that cleared off
right away," Powell says. "They had a
good account of the disposal of the volumes of fluids. The show even complimented Kansas for having had success
with dropping the daily volume injections
and pressures at certain wells."
The decrease in the number of large
seismic events also could be linked to
decreased field activity caused by lower
commodity prices, Powell says. When
prices recover, the KCC's restrictions on
injection volumes and pressures, and prohibitions against injecting into basement
rock, still will be in place. "When activity
starts to increase, you are going to have
to have a lot more disposal wells drilled
to dissipate the volumes into a broader
