Concerned Citizens of St. Tammany,
which has intervened in the lawsuit on
the parish's behalf, has expressed plans
to ask the Supreme Court to reconsider.

WASHINGTON-Two federal
agencies say well stimulation
treatments, including hydraulic
fracturing, on the 23 oil and gas
platforms operating off the California
coast are unlikely to have significant
impacts.
The Bureau of Ocean Energy
Management and Bureau of Safety and
Environmental Enforcement say their
joint environmental assessment
determines that stimulation treatments
have minimal impacts when conducted

according to permit requirements. The
programmatic EA evaluated several
categories of treatments, a range of
alternatives, and all environmental
resources that potentially could be
impacted. The analysis indicated no
significant environmental impacts
associated with any of the alternatives
considered.
The EA was conducted as part of
settlement agreements to resolve
lawsuits regarding the agencies'
compliance with federal regulations,
including the National Environmental
Policy Act, Outer Continental Shelf
Lands Act, and Coastal Zone
Management Act. Under the
agreements, BSEE says it will develop a
mechanism to increase transparency in
the permit approval process, as well as a
method to alert the public of new permit
applications for hydraulic fracturing or
acid well stimulation.
There were 24 well stimulation
treatments-21 involving hydraulic
fracturing-on the OCS offshore
California between 1982 and 2014, the
agencies say. Because the state's
offshore reservoirs are highly naturally
fractured, the agencies predict future
well stimulation treatments will be
occasional, rather than essential to
production.
According to the EA, considering the
low expected concentrations of well
treatment chemicals and federal permit
requirements, wastewater discharges
from proposed stimulation activities
will not have a significant impact on the
environment. Accidental releases of
treatment fluids have a relatively higher
potential to cause impacts, but the EA
says the probability of such an accident
and the expected size of a resulting
release are so small they wouldn't be
expected to cause a significant impact.
Randall Luthi, president of the
National Ocean Industries Association,
says the final EA reaffirms that there are
no significant environmental impacts
from offshore fracturing projects.
"Unlike the hyperbole released by
many of the extreme environmental
groups, the EA's findings are backed by
