open to LOGA representatives, with
whom he often met to offer his feedback
on draft legislation. Edwards also said
he never surprised the association with
his position on any issues, and worked
with both LOGA and the Sierra Club to
codify hydraulic fracturing chemical disclosure requirements in legislation passed
in 2012.
"We know the role you all play in
keeping the state great and making sure
that our economy moves forward," Edwards said.
Lieutenant Governor Dardenne noted
he spent 15 years in the Louisiana Senate
and worked closely with LOGA and other
business groups as a leader in Louisiana's
first successful push for tort reform. His
other statewide office was as head of the
Louisiana Department of Culture, Recreation, and Tourism, with a staff of more
than 800. During his tenure, he said, the
state set records for tourism despite significant budget cuts.
"Whenever you have difficult times,
you can transition those into a successful
opportunity," Dardenne contended. "I believe that is precisely what Louisiana can
do."
Angelle noted he had a background
as a petroleum landman, and started his
career in public service at age 25 in local
government, where he spent 16 years. In
2003, Governor Kathleen Blanco nominated as him secretary of natural resources.
While in that position, he said he recognized how Louisiana drilling lagged that
of nearby states and advocated changes
in policy and culture to make the state
more attractive to investment.
"What people want in the next governor
is not only someone who is right on
policy . . . but a governor who is right on
people," Angelle stated.

Local Authority
With the observation that local governments are attempting to regulate the
oil and gas industry in Louisiana through
increased fees and permits for roads,
with lawsuits that attempt to block hydraulic fracturing, and by suing the industry for alleged coastal erosion, candidates were asked what role they believed
local government should have in regulating the industry. They also were asked
how the governor could discourage unnecessary regulations that prohibited
business growth.
Edwards suggested it was worthwhile
to seek a way for state regulators, industry

representatives and local governments to
meet to address local anxieties about infrastructure impacts and other concerns.
However, he said local governments
should not have the ability to deny a
permit for oil and gas operations.
"With respect to whether local governments can sue for coastal erosion damages, I do not believe it would be proper
for the legislature to preclude those suits,"
Edwards allowed.
Vitter observed that Louisiana was
following a broader, destructive trend in
which local governments were exaggerating their authority, seeking more revenue,
or embracing a "not-in-my-backyard"
mindset. He said he opposed such deterrents to business.
He acknowledged that the legal system
would decide parishes' coastal restoration
lawsuits, but called for a cooperative approach and hinted that parishes that pursued litigation might not be able to count
on coastal restoration funding from the
state.
"Our Louisiana Constitution and
statutes . . . fundamentally protect the
right of owners of mineral interests to
develop those rights, and . . . they make
it crystal clear the state is in charge of
regulating that, not local government
through zoning and other ordinances,"
Vitter declared.
Angelle expressed support for giving

parishes a means to voice their concerns
without giving them authority to ban activity. He also emphasized the importance
of making sure localities understood how
they benefited from oil and gas activity.
While all mineral revenues go into
Louisiana's general fund, he pointed out
80 percent of that financed education,
healthcare or public safety. He also advocated for the state to share more severance tax revenue with parishes so that
localities would benefit more from the
production they hosted.
"Parishes need to understand the state
recognizes they deliver important services,
but regulatory (authority) should be in
Baton Rouge (and) not in 64 parishes and
303 communities," Angelle determined.
Dardenne cited Washington as a prime
example of regulatory excess that he said
Louisiana and its communities should
avoid. He noted that he served on the
Baton Rouge City Council for three years,
which helped him appreciate local governments' concerns. Similarly, he cited
the challenges facing parishes that contained
the Haynesville Shale play, and pointed
to DeSoto Parish as a model for how the
industry and localities could cooperate to
balance one another's interests.
"I don't think it is appropriate for
local governments to have the ability to
file suit to stop drilling that was permitted
at the state level," Dardenne expressed.Ì

U.S. Crude Production Climbs For Fifth Month
WASHINGTON-For the fifth month
in a row, U.S. crude oil production rose
above 9.0 million barrels a day, the
American Petroleum Institute says. Its
monthly statistical report says at nearly
9.3 MMbbl/d, February domestic
production increased by 1.1 percent from
the previous month and 14.5 percent over
February 2014. Compared with year to
date 2014, domestic crude production
jumped by 14.6 percent.
API says this was the highest crude oil
production since April 1973, and the
highest February and year-to-date levels
in 42 years.
Natural gas liquids production, a
coproduct of gas production, was up from
the prior month, prior year and prior year
to date. In February, API says NGL
production averaged nearly 3.2 MMbbl/d,
a production record.
According to Baker Hughes Inc., the
number of oil and gas rigs in the United
States in February was 1,348, a drop of

19.9 percent from January and 23.8
percent below the year-ago level.
U.S. total petroleum imports in
February averaged nearly 9.8 MMbbl/d,
API says, the highest total imports level
for the month in three years. Crude oil
imports also were up compared with the
prior year, increasing by 6.0 percent to
just above 7.6 MMbbl/d.
At nearly 9.5 MMbbl/d, February
gasoline production set a record for the
month. Gasoline production increased
0.6 percent from January, and was up 1.9
percent from February 2014 output, API
says. It adds the latest refinery operable
capacity level was 17.8 MMbbl/d, down
1.2 MMbbl/d from last year's capacity.
API says crude oil stocks ended in
February at 439.7 million barrels, the
highest February inventory level in 85
years. Crude stocks were up 6.6 percent
from the previous month, and were up by
17.8 percent from the prior year.
