gas. "HB 176 makes sure the weight increases from the tank and the natural gas
fueling system onboard a vehicle don't
make a vehicle incompatible with New
Mexico regulations," he says. The bill
awaits the governor's signature.
Representative Gallegos worked with
Senator Mary Kay Papen, D-Dona Aña, on
HJM 5, which requests state funding for
a study on how to develop the natural gas
vehicle infrastructure in New Mexico,
D'Antonio says. The study, to be conducted by the departments of Economic Development and Energy, Minerals and Natural Resources, will be presented by the
appropriate interim legislative committee
by Nov. 15, he adds.
"The governor released her state energy plan in September," D'Antonio says.
"One aim of that plan was to incorporate
more natural gas vehicles in the state, in
part by looking at incentives. NMOGA
supports that because it is another market
outlet for natural gas."
The fiscal scoring that doomed the
stripper well tax bill also blocked three motor vehicle tax proposals, D'Antonio says:

"There were some bills introduced
that sought to redistribute taxes from the
general fund for improving roads. There are
a lot of roads in New Mexico-particularly in the southeast counties-that need repair or upgrades," D'Antonio says. "These
bills tried to divert the motor vehicle excise tax that had been going to the general fund to the state highway fund. Because
those bills had a negative impact on the
general fund, they did not make it through
the House Ways and Means Committee.
Maybe in the future, this will be the way
to reallocate those funds." ❒

Our cementing plugs are engineered
for reliability. Five wiping surfaces
provide a firm wiping action all the way to bottom. The top plug has a
solid non-metalic core. It is completely encased in rubber to prevent
pumpout and insure separation of slurry and drilling fluid at the bottom
of the casing. The core of the bottom plug is an aluminum alloy
cylinder with a diaphragm designed to allow the plug to be pumped
ahead of the cement slurry and rupture at touchdown on the float
equipment. Plugs are available in sizes: 2 3⁄8" through 13 3⁄8".

The plugs were originally designed for the large diameter casing used on
our Gulf Coast and have been in use for over 20 years. The assembly
consists of three heavy rubber cups separated by two aluminum alloy
bodies, three aluminum alloy discs. The plugs are assembled with
aluminum alloy bolts. The design provides six wiping surfaces. The
strength of these plugs permits use of conventional cementing methods
in deep holes. The bottom plugs have a diaphragm designed to allow the
plug to be pumped ahead of the cement slurry and rupture at touchdown
on the float equipment.

Top and bottom plugs are available in sizes: 16", 18 5⁄8", and 20"
