ensure only customers of electric
entities receive that designation and
thereby are required to be prioritized
by electric entities when they need to
shed load;
· Clarifications regarding the
process for requesting a critical
designation and improved procedures
regarding the critical status of facilities'
designations; and
· Expanding the examples of a
reasonable basis and justification for
granting an exemption to include
" processed " and " delivered " to address
processing facilities and pipeline
facilities, while providing a reasonable
basis and justification applicable to
saltwater disposal facilities.
The Alliance also highlights
amendments clarifying which facilities
may request an exception to critical
designation and what constitutes a
reasonable basis and justification for
granting that request.
The Alliance says the rule only
applies to:
· Facilities that meet the
aforementioned volume thresholds;
· Gas processing plants;
· Natural gas pipelines and pipeline
facilities, including associated
compressor stations and control centers;
· Local distribution company
pipelines and pipeline facilities,
including associated compressor
stations and control centers;
· Underground natural gas storage
facilities;
· Natural gas liquids transportation
and storage facilities; and
· Saltwater disposal (SWDs)
facilities, including saltwater disposal
pipelines.
" The Alliance is proud to have had
a unique comment and response from
the commission to allow for SWDs
that do not serve critical facilities to be
able to seek an exception to critical
status, " the association adds.
" Ultimately, our conversations with
commissioners and staff point to a
focus shift now to hearings. "
The Alliance mentions that an
important precedent on " net takers " has
been established so that the RRC may
grant an exemption for facilities that
consume more electricity than a site's
gas production can generate. r
With $1 Million Donation
NAPE Unveils New Award
FORT WORTH-A $1 million
donation has been pledged to the
NAPE Expo Charities Fund for the
creation of the NAPE Charities
American Hero Award, conference
organizers report. They add that the
inaugural award will be recognize the
late Anthony J. DeToto for his support
of U.S. veterans, and that the honor
will bear his name in subsequent years
as the NAPE Charities Anthony J.
DeToto American Hero Award.
Given in $100,000 annual
increments during the next decade, the
donation for the award comes from an
anonymous group of U.S. energy
producers to honor DeToto's legacy,
NAPE says. The funds will benefit
veterans' groups supported by the
NAPE Expo Charities Fund.
" A true American hero, Anthony
DeToto never wavered on the
commitment he made as a West Point
graduate to provide a lifetime of service
to our country, " reflects his longtime
friend and colleague Brian Melton. " He
was a past attendee of NAPE charities
luncheons and shared NAPE's passion
for supporting our veterans, which
makes this award especially fitting. "
The NAPE Expo Charities
American Hero Award was announced
during the NAPE Classic Plus event
this autumn in Houston, conference
organizers note. They indicate the
award will be presented to DeToto's
family at the Feb. 2, 2023, NAPE
Charities Luncheon, which will feature
as keynote speaker former Secretary of
Defense Mark Esper.
According to NAPE, after graduating
from the U.S. Military Academy at West
Point and officer training, DeToto was
stationed in Germany, where he led two
platoons and then commanded an
engineer company when he was
deployed to Kuwait in 1993 with the
Third Infantry Division, 2-37 Armor. He
left active-duty service in 1999, joining
the National Guard and then the Army
Reserves, while also running the West
Point Military Liaison Officer program
for the state of Connecticut. Following
his military career, DeToto worked in
wealth management, most recently as
senior vice president and private client
adviser within Bank of America Private
Bank in Houston.
DeToto's roles supporting the
military community include civilian
aide to the Secretary of the Army (East
Texas Region) and president of the West
Point Society's chapters in San
Francisco and Dallas, NAPE says.
DeToto also spoke across the nation
advocating veterans' initiatives.
Since 2009, NAPE Charities has
donated more than $5.25 million to
nonprofit organizations that support
U.S. veterans, conference organizers
indicate. All funds raised by the NAPE
Expo Operators Committee from energy
industry partners are donated directly to
the committee's selected charities. The
2023 NAPE Expo Charities Fund grant
recipients are Rebuilding America's
Warriors, PenFed Foundation and
TADSAW Inc. (Train a Dog-Save a
Warrior), NAPE details.
It adds that NAPE Charities
donations are possible with the
support of the NAPE Operators
Committee, NAPE sponsoring
companies and other donors. In 2019,
NAPE notes, the same group of U.S.
energy producers pledged a $1 million
donation in honor of the late President
George H.W. Bush. The donation is
being distributed in $100,000
increments during a 10-year period.

COGA Elects Leaders
At 2022 Annual Meeting
DENVER-The Colorado Oil & Gas
Association held its 38th Annual
Meeting on Nov. 10 at the Hilton
Denver City Center in Denver.
The event included a two-part panel
discussion in which the first portion
reviewed the critical role natural gas
plays in the global market for fertilizer
and the second segment considered the
enduring strength of the U.S. natural
gas industry.
The meeting also saw the association
elect its 2023 Board of Directors and
officers. The 2023 officers are David
Lillo of PDC Energy as chair, Michael
Land with Terra Energy Partners and
Hodge Walker with Chevron as vice
chairs, Bill Johnson of DCP Midstream
as secretary and Steve Struna with
Bayswater as treasurer.
In addition to Lillo, Land, Walker,
Johnson and Struna, the 2023 Board of
Directors includes:
