studies issues related to the growth of U.S.
production and its potential impact on
global oil markets.
"He also has examined global energy
security in light of changes in energy
flows," Eshelman adds. "His team works
within the IHS Markets and Country
Strategies Practice, which provides guidance to companies and governments on the
impacts of aboveground energy and market risks."
Webster has appeared on CNBC's
Power Lunch, CNN's The Situation Room
and ABC's World News Tonight. He also
has been quoted by The New York Times,
Financial Times and Bloomberg.

Opening Day Agenda
IPAA's convention begins at 7:30
a.m. Wednesday, June 24, with a continental breakfast. An environment and land access conference, which starts at 8:45
a.m., will address some of the most pressing issues facing independent producers
regarding environmental protection and
public land access, Eshelman reports.
"This will be an informative session
that includes IPAA's response to the Bureau of Land Management's hydraulic
fracturing final rule," he elaborates. "We
also will hear about upcoming regulatory actions regarding venting and flaring
methane, and efforts by the Obama administration to regulate ozone."
In addition, he promises, attendees
will learn about challenges posed by
questions about induced seismicity and
managing wastewater, as well as chemical disclosure in hydraulic fracturing operations and updates to FracFocus.org.
A buffet lunch will be served at noon.
A walking tour of Santa Fe begins at 1 o'clock, when participants can become acquainted with more than 400 years of history, art and culture, Eshelman relates.
Stops include Santa Fe's historical plaza
and the Palace of the Governors, St.
Francis Cathedral, Loretto Chapel, and the
New Mexico Capitol.
The IPAA cooperating associations
meeting starts at 1:30 p.m. and the Liaison Committee of Cooperating Oil & Gas
Associations will gather at 3 o'clock. A
"welcome to Santa Fe" reception gets under way at 5:30 p.m.

Thursday Activities
On Thursday morning, June 25, a bus
will depart from the hotel at 6:30 for those
participating in a networking golf outing
at Towa Golf Club. "This club is located
in northern New Mexico's Pojoaque Valley," Eshelman says. "Its three independent, nine-hole courses challenge golfers
with dramatic elevation changes, seasonal weather conditions, and scenery that

threatens to distract the most focused
player."
A Canyon Road tour of Santa Fe's art
district starts at 9:30 a.m., with lunch at
The Compound. "It is an art collector's
dream," Eshelman describes. "One will
find more than 100 galleries and studios,
unique specialty shops, world-class restaurants, and the historical adobe architecture
that gives the city its legendary southwestern charm."
A Finance Committee meeting is
scheduled for 1:30 p.m., he mentions.
The meeting's opening general session
begins at 2:30 p.m. Thursday, with General Stanley McChrystal (retired) as the
keynoter speaking on "Team of Teams."
A transformational leader, Eshelman says,
the four-star general was called "one of
America's greatest warriors" by former
U.S. Secretary of Defense Robert Gates.
"General McChrystal co-founded McChrystal Group to deliver innovative
leadership solutions to American businesses to help them transform and succeed in
challenging, dynamic environments," Eshelman remarks. "He serves as an adviser to senior executives at multinational corporations, and shares best leadership lessons and experiences. He also brings a
unique background of honing latent talent
in organizations."
The IPAA Board of Directors meets at
3:45 p.m. Thursday and a networking reception follows at 5:30 p.m. The
Roustabout Dinner is on tap for 6:45, with
entertainment by Sebastian Maniscalco, a
stand-up comedian who sold a half-hour
pitch based on his life to NBC. Eshelman
says his special, "Aren't You Embarrassed?", airs on Showtime.
General Session Topics
A former chairmen's breakfast is set for
7:45 a.m. Friday and the second general
session gets under way at 9 o'clock when
IPAA Chairman Mike Watford, chairman,
president and chief executive officer of Ultra Petroleum Corp., will offer welcoming
remarks. Eshelman says IPAA President
and CEO Barry Russell will share an association update and the IPAA Energy Education Foundation Teacher of the Year
Award winner will be announced. Webster then will share his economic and
geopolitical outlook.
A private, traditional New Mexican
cooking class taught by some of the best
chefs in Santa Fe is scheduled for 9:45 a.m.
"These chefs will demonstrate recipes with
the flavors of the real Southwest that reflect the unique cultural mix of Santa Fe,"
Eshelman says, noting that lunch will be
served.
IPAA's usual "conversation with industry leaders" is on tap for 10:45 a.m.

"Leading U.S. oil and natural gas executives will participate in this informative,
yet informal, question-and-answer session," Eshelman outlines. "They will
share insights on pressing issues facing the
industry, and audience members are encouraged to come prepared to ask questions."
Frederick Lawrence, IPAA's vice president of economics and international affairs, will moderate the panel consisting
of Fred Callon, chairman and CEO of Callon Petroleum; Michael Miller, president
and CEO of Miller Energy Company; and
George Yates, chairman, president and
CEO of HEYCO Energy Group.
The membership luncheon starts at
noon with a welcome by IPAA Vice
Chairman Mark Miller, president of Merlin Oil & Gas. IPAA's Environment &
Safety, Natural Gas, and Political Action
committees meet concurrently at 1:30
p.m., followed by the Crude Oil and Tax,
and Capital Markets committees at 2:45
p.m.
An International Committee presentation and prereception gets under way at 4
o'clock, and the final dinner is set for 6
p.m.
"Since 1929," Eshelman summarizes,
"our midyear meetings have brought together the membership and supporters to
learn from the past, embrace the future,
share concerns, and tackle opportunities.
Over the years, the issues often may
seem familiar, but the context is always
new and challenging.
"We encourage our industry colleagues
to attend this meeting," he adds. "They can
network with one another and receive information on the latest developments that
impact their bottom lines."

GeoPark Ltd. Discovers
New Field In Colombia

SANTIAGO, CHILE-Latin American
oil and gas producer GeoPark Ltd. says it
has made a new oil field discovery after
drilling the Tilo 1 exploration well on the
Llanos 34 Block in Columbia.
The Tilo prospect is a structural trap
with three-way dip closure on the downthrown side of a normal fault. GeoPark
completed the Tilo 1 exploratory well to
a total depth of 11,293 feet. The company says a test conducted in the Guadalupe
formation, at 10,707 feet, resulted in a production rate of 1,000 barrels a day of 14.2
degree API oil with a 10 percent water cut.
