the state's general fund since 2003 and
now the state water plan over the next
two years. These two losses, along with
a decrease in funds from the federal mineral leasing program because of the lower
prices of oil and gas, have caused additional money to be diverted from the
Conservation Fee Fund and the Financial
Assurance Fund.
When Kansas created its Abandoned
Oil and Gas Well Remediation Fund in
1996, Bleakley recalls, it received
$400,000 each from the Conservation
Fee Fund, state water fund, general fund
and one-half of the state's revenue from
the federal mineral leasing program, totaling around $1.6 million. With more
than half of these funding sources being
withdrawn, he says the losses are being
made up solely by industry. The state
general fund was the first funding source
removed, and legislators then eliminated
contributions from the water fund.
"In essence, the oil and gas industry
now is paying all the money for the plugging fund," he assesses. "It is important
for people to know that."
