take home the prize. A team from the University of Michigan was
the winner of the Transportation Technology Tournament, put
on by the National Operations Center of Excellence (NOCoE)
and U.S. Department of Transportation. A Science, Technology,
Engineering, and Math (STEM) activity day was hosted by the
ITE STEM subcommittee that welcomed ITE members and their
families, as well as students from the Austin, TX area.
Attendees enjoyed a vibrant exhibit hall showcasing the
latest products and services, including those in the new mobility
sector, and this year saw an increasing number of sponsors.
Exhibiting at the ITE Annual Meeting and Exhibition is now
considered a must-do by a number of leading organizations in the
transportation industry.

The ITE Student Leadership Summit in St. Louis, MO, USA was one of
several student events held throughout the year.
ONE ITE Initiatives. Significant steps have been taken by the
International Board of Direction (IBOD) and the ONE ITE Task
Force to stand up the first wholly new District in more than 30
years and restructure three additional Districts. The new Mountain
District was approved by the IBOD in May 2019. This new
District in the West covers the U.S. states of Arizona, Colorado,
Idaho, Montana, Nevada, New Mexico, Utah, and Wyoming.
Paul Barricklow, P.E., PTOE (M) will serve as the first District
president and Karen Aspelin, P.E., PTOE (F) will serve as its first
International Director. Significant steps were also taken to elevate
the Missouri Valley Section to a District, reform the Great Lakes
District, and restructure the Florida Puerto Rico District.
Technical Efforts. ITE has continued to be an industry leader
through its offering of technical products and services, many of
which are focused on the organization's five Institute Initiatives:
Mobility as a Service/Mobility on Demand (MaaS/MOD), Vision
Zero, Connected and Automated Vehicles, Transportation and
Health, and Smart Communities.

After launching the MaaS/MOD Institute Initiative in late 2018,
the ITE MaaS/MOD steering committee and technical working group
developed an action plan for activities and products and has already
been active in developing podcasts, webinars, and case studies.
As a founding member of the Road to Zero Coalition, ITE has
been an active member of the coalition steering committee and
completed a collaborative effort working with the Vision Zero
Network to developing technical products on speed management,
including a website, discussion forum, webinars, case studies, and
training material designed to support in-person events at both the
national and community level. ITE is now leading a new effort on
Prioritizing Safety focusing on Safety Culture and Safe Systems.
The Parking Generation Manual, 5th Edition was released in
January 2019, in both hard copy and electronic formats. This update
represents a significant improvement in the content and capabilities
from the previous edition with more than 60 percent new data,
additional analysis capabilities (i.e., urban setting, day of the week
variation, seasonal variation, geographic variation, etc.), time of
day distributions, parking supply information and a new web app-
ParkGen-that enables targeted access to the full dataset.
ITE released a number of proposed recommended practices (RP)
throughout the past year, including both the proposed ITE RP on
Preemption of Traffic Signals Near Railroad Crossings and the proposed
RP on Guidelines for Determining Traffic Signal Change and Clearance
Intervals, published for comment in May 2019. The Transportation
Planning Council is also working on a Multimodal Transportation
Impact Assessment (MTIA) for Site Development RP to replace the
2010 Transportation Impact Analyses for Site Development RP. A draft
MTIA RP will be released for comment in early 2020.

More 2019 Efforts
FAST Act Reauthorization. With the Fixing America's Surface
Transportation (FAST) Act set to expire on September 30, 2020,
ITE's Reauthorization Task Force, led by Mark Norman, has
established a set of reauthorization principles for Congress to
consider. Rather than a collection of disparate funding programs,
ITE's Reauthorization Principles support the development
and adoption of a national transportation policy that includes
long-range goals and programs designed to meet them. ITE's
priorities focus on the topic areas of safety, funding, and transformational technologies. For more on ITE's Fast ACT Reauthorization Principles, see the November 2019 ITE Journal feature article

Diversity Scholars. The launching of the Diversity Scholars
program provided an opportunity for ITE to recognize and support
first-generation college students studying in the field. Over the
past year, the IBOD approved a diversity and inclusion policy,
created an ITE Diversity Scholars Committee, and ITE staff worked
to design and launch a meaningful and sustainable program for
