Rangeland Energy announced in May
that it had started phase one construction
on the Rangeland Integrated Oil (RIO)
System to serve the fast-growing Delaware
Basin region in southeastern New Mexico and far West Texas.

has a dual purpose. It is designed to
transport Delaware Basin crude oil and
condensate to multiple downstream markets through outbound rail and pipeline.
The rail facility, which will be served by
the BNSF Railroad, will provide truck unloading; storage, rail car loading and outbound transportation for crude oil and condensate; and rail car unloading, storage and
truck loading for distribution services for
inbound frac sand. A 300-acre rail terminal known as the RIO Hub is located just
north of Loving, N.M.
"The RIO Hub's phase one rail system
will be able to transload more than 500,000
tons of frac sand a year and 10,000 barrels
of crude oil a day," Keene says. "When
